Charles Small Pybus (1766-1810) was MP for Dover from 1790 and Lord of the Admiralty 1791-7 and of the Treasury 1797-1803. He was more noted for his pomposity and ambition than for any achievement. Beechey remarked on his irritable temper and said that 'he was very vain of His knowledge of pictures, but in reality knew nothing abt. them' (The Diary of Joseph Farington, XI, New Haven and London, 1983, p.3882). He was a friend and business partner of Desenfans.
